Minister of National Unity Oleksii Chernyshov announced the development of a draft law on <strong>multiple citizenship<\/strong>, which is expected to be prepared by the <strong>end of 2025<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\ud83d\udccc <strong>What\u2019s Changing?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Currently, Ukraine&#8217;s Constitution provides for the <strong>principle of single citizenship<\/strong>. In reality, however, thousands of Ukrainians live with additional passports \u2014 with <strong>no legal framework<\/strong> to acknowledge this. The upcoming law is intended to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>legalize multiple citizenship<\/strong>;<\/li>\n\n\n\n<li>provide <strong>equal rights<\/strong> for Ukrainians living abroad and at home;<\/li>\n\n\n\n<li>allow access to <strong>voting rights, public positions<\/strong>, and <strong>social benefits<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">\ud83d\udccd <strong>What Remains Unclear?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The most sensitive issue is the <strong>right to vote<\/strong>, especially in <strong>presidential elections<\/strong>. According to the Minister, rights will be equal, but specific provisions are still pending. Much may depend on <strong>political and security decisions<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other open questions include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Will voting from abroad be allowed <strong>without consular registration<\/strong>?<\/li>\n\n\n\n<li>How will the law align with <strong>military obligations<\/strong>?<\/li>\n\n\n\n<li>Will there be a <strong>mandatory register<\/strong> of dual citizens or a <strong>requirement to declare<\/strong> such status?<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">\ud83d\udcbc <strong>What Does This Mean for GLS Law Clients?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Ukrainians with foreign passports will be able to <strong>legalize their status<\/strong> \u2014 avoiding risks of losing citizenship or facing cross-border legal issues.<\/li>\n\n\n\n<li>They may <strong>officially participate<\/strong> in Ukraine\u2019s political, social, and economic life.<\/li>\n\n\n\n<li>The new regulations will require <strong>careful legal planning<\/strong>, especially if you:\n<ul class=\"wp-block-list\">\n<li>own <strong>foreign assets<\/strong>;<\/li>\n\n\n\n<li>file <strong>asset declarations<\/strong>;<\/li>\n\n\n\n<li>receive <strong>foreign-source income<\/strong>;<\/li>\n\n\n\n<li>control companies in <strong>sensitive jurisdictions<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">\u26a0\ufe0f <strong>Are There Any Risks?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yes \u2014 particularly under <strong>wartime conditions<\/strong>. The law must <strong>exclude multiple citizenship with aggressor states<\/strong>, and introduce <strong>controls over income sources<\/strong>, financial flows, and election participation by <strong>non-resident citizens<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\ud83d\udccc <strong>GLS Law\u2019s Position<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is not just a change in policy \u2014 it opens a <strong>new frontier<\/strong> in our work with clients holding <strong>non-resident status, dual citizenship<\/strong>, and <strong>global presence<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We already advise clients who:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>hold <strong>Polish, Portuguese, Israeli<\/strong>, and other passports;<\/li>\n\n\n\n<li>own <strong>foreign companies<\/strong>;<\/li>\n\n\n\n<li>plan to <strong>invest in or return to Ukraine<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">GLS Law prepares <strong>legal reviews<\/strong>, supports <strong>tax planning<\/strong>, and helps <strong>restructure assets<\/strong> in line with future legal reforms.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Ukrainians with dual or multiple passports may soon receive long-awaited legal recognition of their status.
